Yeah Blizzard… This is sure “balanced”. Just merge the damn factions and be done with it, because its obvious you have no #@$!@ clue how to get people to play alliance again.
And turning War Mode OFF should not be an answer. If I want to world PVP, then it should be SOMEWHAT balanced. 10-15 to 1 ratio isnt even in the realm of balanced.
Then again Blizzard has shown how big their horde bias is this expact, so this is probably “working as intended” for them
