I mean you’re not wrong. The thing you pointed out is mostly a PVP nerf. It is pretty rare to reapply PW:S on a target within 6 seconds since it is mainly used as an atonement applicator in PVE.

its not “I told you so” its informing my fellow playerbase against underhanded practices. except it or not…or you can go the ridicule route too. not everyone saw this coming.
