Or maybe instead of stat buff food, it can give out random food that has a fun effect on the consumer, like turn into an armadillo, grow an extra arm, legs turn to wheels, get attacked on sight by critters, etc. You never know what you would get.

Maybe you could by a stack of Baby Spice from the truck?
To touch on this, I’d like to use existing mounts, but have the option to swap vendors with more current vendor items.

Noodle carts are pretty close to this.
But if they want to add hot dog carts and taco stands? YES FREAKING PLX.
I love this idea!
But perhaps different foods different buffs.
Crit, vers, haste, mastery, stamina, intellect, strength, agility, speed boost, shrinking, enlargement, hiccups and burping types of foods.
Why settle for one flavor. 
This reminds me of the Pandaria noodle carts. I loved those things.
One of my favorite things about this reply is that the only link in that link takes you back here. 
I wish they were toys, so we could keep them and have fun with them.

Add an easter egg debuff to the food truck. If you use the food truck 10 times within 10 minutes you get a cardio vascular disease debuff that slows your movement speed and your armor doesn’t fit just turns red until you’ve done 500k dmg or healing.
