Fodder to the Flame doesn’t seem to proc during initial demon hunter maldraxxus questing. During my entire time leveling through I haven’t seen it go off once. Just doesn’t seem to work at all when leveling.

Also having this issue. Based on community comments on reddit and another thread (see below,) I think it’s a problem while leveling.
I’m pretty sure Fodder to the Flame is bugged all around. For the last month or more, I’ve been having issues with the demon that’s spawned aggroing all the nearby eye mobs in the Maw whether they’re currently hostile to me or not. Nobody else has commented on that, though, other than basically calling me an idiot and saying that it couldn’t be happening. -.-
Bumping this as I have not seen this proc even one time on my demon hunter alt. I went Threads of Fate without choosing a covenant and the ability would never proc while questing and leveling in Maldraxxus. I also just hit 60 and after questing for awhile still no procs.
Would be nice to see the ability in action before choosing the covenant.
You would have to choose a covenant for the spells to be passive or active. The only other time it’s active while questing in Maldraxxus is during the campaign and it is available as a temporary spell. I’m not sure if it’s actually working presently or not yet, but I wanted to let you know you would probably have to choose Necrolord to test it out.
I can use Fleshcraft either in Maldraxxus or the related dungeons without choosing a covenant. Same with all other covenant abilities. This demon hunter passive seems to be the only broken one. Wonder if that’s because it is passive?

Oh interesting! I guess that’s something that wasn’t so obvious. I’ll have to check my spell book on my alts I haven’t finished through threads of fate yet 
I think you’re right that being passive might be the issue.
