I think y’all are confusing it with the Soft Foam Sword.
The sword rack is a different item.

I have the green sword I purchased from dalaran. From my understanding, the rack can be placed down for anyone to pick up a sword

You had to get all the world buffs, enchants, pots, the correct color shoe polish, and a fish. Then go find that npc wandering in Stormwind that sells it.
The Foam Sword Rack is a TCG item.
The Trading Post article talks about the “Foam Toy Rack”.
Which doesn’t exist. It’s either a new item, or Blizzard’s staff got the name wrong.

in skyrim I am partial to the housing mods by the modder Eli.
She puts up some nice displays. All those quest items and swords have a place for them in a nice setup.
