Flynn Missing for "A Local Guide"

I have completed all of the quests leading up to just showing Flynn the contract. I submitted a ticked but there wasn’t anything that could have been done, I guess. I have reset my UI, re-accepted the quest, don’t have mods, completed the war campaign. Unsure what else I can try.

Hi All, i just figured out a fix for this, You have to do this questline on the character that has completed the Tirisguard quest chain and has the achievement “A Sound Plan” - I ran into this issue at first when attempting it on a character that hadnt done any BFA quests.

Update:

I tried doing the quest on a different character (the one I did the Tirisguard quest chain on the first time) and there is no difference. I have the quest to show Flynn the contract, and he is still missing on both characters.

Legit, Same problem. Since pre-patch a lot of stuff is broken. But thats to be expected.

I’ve just run into this issue, except the problem is I see him there, but I can’t right click on him to actually show him the contract. This is the character that has the previous mentioned achievement “A Sound Plan”.

All the previous quests to right click and chat with NPCs have all worked, but this is just broken.

Another Update:

He did show up, had to completely finish “A Sound Plan”, which somehow hadn’t been completed yet.

I am stuck! Flynn is in the Harbermaster’s office but I can’t click on him to give him the contract!

Same problem with ‘Local Guide’ here as well as An 'Explosive Entrance’on another character.

Same issue. He’s in the office leaning against the wall but I can’t interact with him. Has anyone found a fix yet?

i pooping figured it out. I was on part 21 already of the quest…look at the quests you disbanded. I was very far along already lol

Confirmed, if you finish the Tirgarde questline you are able to interact with Flynn. Just did it.

I am doing “The Pride of Kul Tiras” chain and currently on “A Local Guide”. But Flynn is no where to be seen here at Harbormaster’s Office. Kindly help pls.

I have the same problem: I’ve completed “A Local Guide,” but Flynn Fairwind does not appear in the Harbormaster’s Office. However, he does appear outside of the Harbormaster’s Office, in front of the second boat at the table where we start the Island Expeditions. (This instance of Flynn Fairwind does NOT offer to complete “A Local Guide.”)
