PSA for anyone missing this guy. If he’s not there, he’s phased because he’s in the harbormaster office. Go start the tiragarde scouting map quest, shoot his gun thing, then go take ferry and turn in quest. Then go back and he will be correctly phased. Just a heads up for anyone wanting to level in island expeditions, he won’t be there to que until you do the above. Just follow the intro BFA line basically (starts at stormwind board with the guard NPC) and be sure to complete the first quest of tiragarde scout line (take ferry)

Thank you, thank you, thank you! I couldn’t figure why he wasn’t at the map. Did what you said, and now he is there and I can solo islands.

Since this expansion was current, I have faction changed to Horde and back to Alliance a couple of times, so my quests done were a bit wacky.
These are the steps that I specifically took to get flynn to appear at the table:
After taking the first ferry as mentioned by @Kedrith

speak to cyrill
2, destroy the effigy -
Go back at boralus
-
Look at the map, accept the quest for tiragarde sound

Complete the quest with taelia
-
Accept the spoking gun from flynn
-
Fire the pistol at the barrel
-
complete the quest with flynn
-
Take the ashvane trading company quest from cyrus
-
Take the ferry to drustvar
-
Go back to Boralus again
-
Enjoy solo expeditions
