Flying: Why must we wait until 8.2?

I dont know if they changed the requirements now that its old content, but i would 99% try and finish up the stuff in legion if I could fly now. Not being able too and knowing the grind i still have to do to get it, in old content, just isn’t worth it to me.

My understanding is that they have removed the need to do the raid at least. In my opinion, it should never have been a part of the requirements to begin with.
