Flying seems to be needlessly confusing

I used to raid a lot 10 years ago. I recently returned and leveled up a shaman to 103 from scratch. I just got Artisan riding but I still can’t fly in places like the Broken Isles, but I see others flying. Is there some trick to being able to fly in certain zones? It seems stupidly and unnecessarily complicated.

WoD, BfA, Legion, and Shadowlands have pathfinder achievements for each xpac for flying.
Once you get the xpac achievement of one character, all your characters on the battle.net account get it as well.

When shadowlands is released, flying in BfA and WoD will not need an achievement first.

The last few expansions have prerequisites that have to be met before you can fly in those areas, even if you’ve already purchased the ability to fly from the flying trainers.

In Draenor, the Broken Isles, and Kul Tiras/Zandalar, you need to complete the corresponding Pathfinder achievement to unlock flying:

However, you should think twice before investing too much time in these grinds, as this is all expected to change in the next expansion (Shadowlands), at least for Draenor & the Broken Isles:
