So I do not have WOD pathfinder achievement and I was not able to fly in WOD zone before pre-patch. Now after the patch, I can fly due to the changes.
However:
/cast [flyable] Glacial Tidestorm; Black War Tiger
this macro works perfectly in other situation except WOD zones, I should be able to summon Glacial Tidestorm by pressing this macro, instead it gives me Black War Tiger

Can confirm - my wife did not earn the Pathfinder Achievements either, and the same thing happens to her not only in Draenor but also in Legion zones.
Just throwing in my confirmation of this bug. If no Pathfinder (Legion in my case), flying works but the [flyable] modifier does not.
Can confirm as well, no pathfinder in WoD and the flyable macro condition doesn’t work. I started a new post on this, but I’m glad that i’m not the only one.
I can confirm that this is still an issue.

Just encountered this… seems to still be a problem.
Still an issue. Anyone who boosts to SL is affected as well and if your new character uses a [flyable] macro, they’re going to wonder why flight doesn’t work.
[flyable] is also not working for me in Draenor, but only on my new character that was created about a month ago.
I unlocked Draenor Pathfinder back in WoD, so it seems like this bug has multiple triggers.

Same thing happened to me.
Weirdly – a new Allied Race character I made since SL (Mechagnome Hunter) did not have this problem – however a Human Rogue who did the island quest intro, does have the issue.
I earned pathfinder after Shadowlands launched and none of my macros work for flyable, even on characters who have been there prior, however, my druid’s flight form does activate there automatically.
