On the whole Dungeons pre-nerf and Raids post nerf ---- it should be the opposite.
Raids are the end game, not Heroics, especially the second T5 comes out, Heroics lose all most of their value.
To sustain the gearing hierarchy,
- Heroics should have a low barrier to entry to get Heroic gear.
- Then Kara is a step up in difficulty to earn better rewards.
- and then you can proceed into T5 content.
If you make dungeons too hard and raids too easy, this might completely eradicate the need for dungeons entirely. Why bother with Heroics, when you can clear Kara in blues and quest gear?

Per the bluepost itself, it looks like they want to completely separate dungeon progression away from the raids:
Our hope is that this will provide the opportunity for more challenging content early on for players that want to the best gear as quickly as possible, while still allowing for a more casual raiding experience for all players for Tier 4.
…which translate to do the Heroics for that week 1 parse rush, but it’s only there for that reason alone and everyone else, who doesn’t do any heroics, will still be able to clear Kara.
I just don’t agree with the design choice. Simple as that ![]()
