On 2 characters that are fully exalted and have done every quest in the zone, when I try to use it I get the message “You have not unlocked the flight whistle in this zone”.
Did you purchase and use the consumable from the Argussian Rep vendor on the Vindicaar?

If we were required to purchase that on our main character, then I must have. If we are now being required to buy it on every character, that is a gigantic nerf.
I can’t believe they would just go back and nerf it in order to rip us off by making us buy it again.
Removal of the ability to use it across alts is a huge nerf.
It now only works on the character that originally unlocked the zone and unlocked it for subsequent alts, as promised to us.
Broken promises yet again.

Adding my voice to that of other folks disappointed if this is an intentional change. I have a few 110 alts out there going through the quest story line just for the sake of completing it, but not being able to use the flight master’s whistle makes me less interested in doing that and I certainly don’t plan to get all of my alts to revered with Argussian Reach just to buy the whistle.
My main is already exalted and has the whistle, and prior to this patch, that was sufficient for my alts to be able to use it out there.
Edited to add that I noticed that the tool tip text has changed, so I’m hoping maybe this change in functionality is unintentional and somehow related to that. The text used to list all of the zones where the whistle could be used, but now it just states that it can be used in areas where the use of the flight whistle has been unlocked.

It will work on the character you initially unlocked the flight whistle on. It did for me. But it no longer works on characters of mine who were previously using it, all of whom have completed Argus questlines and are exalted with both factions.

Way back when I first unlocked the Argus flight whistle on my main I was So Happy to find out that it also unlocked it for all my alts!
So this morning I was on an alt out there at Argus and the flight whistle didn’t work and I was rather upset. I didn’t understand why suddenly it wasn’t working as it had worked fine a couple of days ago.
Logged on my main and the flight whistle worked fine. Then I logged back over to the alt that it wasn’t working on a little while ago and Now It Works!!! Yay!!! I guess the game just needed to be reminded by me getting on the character that originally unlocked it? Anyway, Very Happy to find out that it still works once I had gotten back on the toon that originally unlocked it and went out there and used it.
Okay…Edit 2 hrs. later. My alt had logged out and when she came back, the flight whistle had quit working Again. So I logged off of her and back onto the main and used her flight whistle again and it worked fine…logged back over to the alt and now it worked again.
This IS a bug. We should not have to log over to our main and use the whistle again every time we want our alts to be able to use it. I’m thinking this has something to do with that big patch we had yesterday… Blizz can y’all Please Fix this? It would Really be Appreciated!!! Thanks for your attention to this, if you could please do something?

Can confirm. Just tried the same out of curiosity and the flight whistle worked the same way for me. No go on alt until I switched to main, went to Argus, tried whistle there, switched back to alt, and then it worked for alt on Argus. This is a bit reassuring that it really is just a bug and not an intentional undocumented change.

I also noticed that the flight master’s whistle doesn’t work within the city of Legion Dalaran, like if I’m at the bank and want to use it to go to the flight master instantly, it says wrong zone. Not sure if that’s always been the case, though. I feel like I’ve used it when standing 2 steps from the flight master and clicked it instead of a mount and ended up wasting the whistle cooldown to end up 2 steps from where I was originally.
Can anyone confirm if the whistle used to work within the city of Dalaran?
I never tried it in Dalaran, so I can’t help you there, but I can confirm that your solution works.
I used the whistle on my main that bought the flute on Mac’Aree, switched back to this toon, went to Krokuun and it works again.

I also noticed this issue just a day ago. I am still farming for one last mount on Argus, so I use the whistle very often on multiple characters. It seems like it stopped working after I did the new Warfront campaign where you “upgrade” your Flight Master Whistle. After I did that, it would not work on Argus anymore. I’ll try the work around using my main, but I do hope this gets fixed soon.
ON my main, which is exalted with all Legion factions, got a message first time today that I haven’t yet unlocked the flight whistle for this zone. I had it for a long time. Blizz, plz fix this. It’s been AT LEAST 22 days broken.
I don’t work for Blizzard, but I notice a similarity between the behavior reported here (not unlocked, can be unlocked by main for alts until alt logs off) as being similar to the missing Headmaster/Headmistress title. I wonder if the unlock is implemented as an invisible title or underlying achievement? It may be suffering the same bug if so.

With the purchase of the Krokul Flute, the Flight Master Whistle becomes usable anywhere on Argus. And for Argus, account-wide.

It’s broken for “account bound” now. You will have to either wait for Blizz to fix it? Or buy one on your alt for which it’s not working. (400 G wasted or run around a lot, thanks Blizz.)
In my case, the workaround posted earlier (use the whistle on Argus on the toon that bought the flute, and that unlocks again on alts) worked for me, but I won’t claim the workaround is universal.
Blizz will fix it when they get around to it.
It’s not the gold, it’s the rep needed to buy the thing. I’m not grinding to revered on every alt still working on Argus stuff. Still hoping for a fix sooner rather than later.

When I discovered this issue, I took my main back to Argus and the flight whistle still worked. But it wasn’t working for other characters still.
What ended up happening was that I walked back to the flight point many times, then finally broke down and bought another on a character I was playing there a lot. Since then it has worked on all my characters.
I thought it had been fixed, and silly me, here I went and bought that again and didn’t need to. But it sounds like maybe for me repurchasing the krokuul flute unlocked it again account wide.
I wasn’t going to spend thousands of gold to buy that again on all my characters for whom the flightmaster’s whistle wasn’t working. But buying it once and making it account-wide again was doable, especially given they haven’t acknowledged the issue yet.
And I do have 35+ characters who have completely unlocked Argus and are fully exalted (thanks, mission board), none of whom but the original purchaser were able to use the flightmaster’s whistle there.
If you’re still having trouble and you have another character who is eligible to buy the flute, try that and repost telling us whether it worked for you.
I know it’s an imperfect workaround, given that apparently some people don’t have another character that is exalted. But rep is really fast there now. There are 4 elite quests up at all times, and each elite quest gives 350 rep for both factions. So if you do all the elite quests only, you’ll be exalted in a few days.
