I seem to be thinking these were account-wide unlocks. I made a Death knight and he had them all unlocked but my monk didn’t. Was this ever account-wide?
No, flight paths were never account wide, though apparently they will be in the next expansion.
There is a heirloom Toy that teaches flight paths for each of the original continents

Hero classes (like Death Knights) start with some flightpaths unlocked already, so that’s what you were seeing.
