I was recently questing on an alt, and noticed a druid carrying a passenger around on his base (150% speed) flight form. He was level 60 something, not scaled down. I whispered him about it, and he said he was new and it just worked like that since he had been playing.
Did they change Flight form in BFA to allow passengers without getting the Legion Class Hall version? The guy was new, never completed the Class Hall, so its not like it got unlocked on an alt druid.
Somethings not quite right…
Firstly Druid is the only class i believe who’s flight form (Lunarwing) needs to be unlocked with every new Druid character as it morphs an ability (travel form) instead of just being another mount in your collection. So he would have had to not only done the class order mount quest, but done it on that specific character as well.
It’s possible he wasn’t a new player and lied as an excuse not to explain, maybe they are new but playing on someone else’s account?. It’s also possible that he was a max level Druid that has been levelled down due to something like Timewalking or Party Sync.
So unless there has been some type of patch to give all Druids Lunarwing early without doing the questline at 110. I’d say it’s either a bug or he lied that he’s new.

First, you have to earn the Lunarwing class hall flight form on one character. In order to use the Lunarwing form, a druid alt of the druid who has earned that class hall flightform must purchase faster flight, and thus be at level 80.
Coming up with 10k gold at level 80 is not trivial to a druid without a sugar daddy character on the same server. Given the speed of leveling and the fact low levels no longer have any way of earning gold, I find that on a new server the leveler will not be able to buy faster flying until after reaching Legion. Consistently.
However…
Apparently the unlock to carry passengers is independent of the Lunarwing form. After speaking to an NPC in Moonglade lower levels can carry passengers at level 58. On some races it looks pretty broken, but it functions.
Your class hall mount can be used by your level 20’s. Why does this bother you?
It does not bother me in that it is “unfair”. I simply was not aware of the buff to the base flight form.
Druids spontaneously get flight form at level 58 now, no matter where they are. Prior to level scaling they got it when they went to Outland at level 58.
You can get the lunarwing form at level 70 with 280% flying.
Nobody has explained why he/she could carry a passenger on the non-lunarwing flight form.
he explained it. Apparently you can go to Moonglade and unloick the ability to carry passengers without getting the lunarwing form itself
I went on the PTR on my druid and it reset my ability to use the lunarwing form so i was back to the default swift form. However a friend of mine was still able to hop on my back so it looks like its been changed/its bugged.
It works so well for darkspear trolls that I think they were the prototype. After realizing how many forms they would have to remap I think they changed it so to get the actual lunarwing form the player must have faster flying.
It looks truly bizarre for a level 58 tauren in flight form to be carrying a male tauren passenger.
