It’s a video card thing, not Blizzard. There’s quite a few things that can cause it, the main one being Vsync Triple Buffering, try disabling that first. But as I said, many things are causing it, I would do a search and see what others so you can trial and error what is causing it.

Disabling Triple Buffering in the advanced settings does seem to resolve it on my GTX 1060 with the current drivers.
