Except not all guilds ACTIVELY recruit. Even if you consider every form of someone being brought on a recruitment, that still isn’t a good enough solution for some guilds because some guilds are built with specific communities in mind that isn’t conductive of active recruiting, just the occasional player being brought in.
This is pure speculation on your part. In fact data heavily suggests otherwise. When the lockout got removed for normal and heroic, DRASTICALLY more guilds had completion for them.

There’s a difference between requiring, for example: a movement tech, or misdirect tech, which many classes have different versions and styles of, and requiring “This one spell that only this class has”. The latter is bad design, not a display of class utility variety. It’s a terrible argument for not allowing less players. “Keep the game design bad so we can’t change the other problem”
