At some point I was able to loot this on my main enchanter months ago, but not on an alt today. The comments on wowhead to use the interact key to loot it are no longer working. Please make this scroll clickable. My enchanting is at 50 and I’m able to loot all other knowledge treasures so far.

It doesn’t really help, but the scroll has to appear frozen in ice for it to be functional. If you see it there as a visible scroll, nothing you can do will work so you may as well come back another time or try shard hopping.
It is peculiar. I have one Enchanter who also can’t seem to loot it (or the Earthen one in Azure Span) but my other Enchanters have all got theirs. Perhaps something to do with her being on a high pop server /'shrug

Thank you for that info! That is very odd. I will check back again on that character at some point. I have a few other enchanters I haven’t worked on yet, so I’ll have to check theirs as well and see if their experience differs.
