It’s possible their visages are just a result of corruptive Void energies or Elemental spirit… keep in mind that the element of spirit is what Druids draw on to shapeshift… and depending on their level of mastery of elemental forces the Incarnates may be capable of tapping into it as well.
To me their visage forms look like elementals/elemental ascendants, which given their powers come from the elements, makes sense. Their visage forms are alien/intimidating whereas the titan-empowered dragons choose visage forms to blend in/make themselves more approachable for the mortal races. Makes sense to me.
