See title for bug description.
Trinket is supposed to have a 10% chance to proc, but it’s functioning more like 1% for channeled “harmful spells”.
Here is a test log of a mere 2 procs in 3 minutes with 190 Arcane Missiles casts:
https://classic.warcraftlogs.com/reports/FmxpcAP1Jwv4Bajn/#fight=3&type=casts&source=2&pins=0%24Separate%24%23244F4B%24auras-gained%240%240.0.0.Any%240.0.0.Any%24true%2461665514.0.0.Mage%24false%2464713&view=events
And here is 2 minutes of AM spam & 144 missiles before first proc.
https://classic.warcraftlogs.com/reports/FmxpcAP1Jwv4Bajn/#fight=14&type=casts&source=2&pins=0%24Separate%24%23244F4B%24auras-gained%240%240.0.0.Any%240.0.0.Any%24true%2461665514.0.0.Mage%24false%2464713&view=events&start=1351877&end=1483479
The probability of a 10% chance failing 143 times in a row is less than 0.00003%. It is not simply bad RNG, it’s a bug.
[@devs; Please remember that AM was intentionally changed in WotLK to function as 5 separate casts. This was done to nerf Mages’ ability to apply Arcane Potency’s 30% crit bonus on an entire Arcane Missiles cast & only giving the crit bonus to a single missile. The compensation for it being 5 casts was the chance to proc things multiple times, such as Judgement of Wisdom/Light, stacking trinket buffs, and quickly proc %chance trinkets. This bug would cause Arcane Missiles to get the ‘worst of both worlds’; beneficial procs consumed by individual missiles, but missiles not getting a chance for beneficial procs]
edit: more tests…
3 straight minutes of Arcane Missiles spam without a single Flare of Heavens proc:
https://classic.warcraftlogs.com/reports/vARhcB8H6wfgj4bk#type=casts&pins=0%24Separate%24%23244F4B%24auras-gained%240%240.0.0.Any%240.0.0.Any%24true%240.0.0.Any%24false%2464713&source=1&fight=11&view=events
Meanwhile during that same test… Embrace of the Spider (which has same 10% proc chance) procced, waited on 45s cooldown, procced again, waited on another 45s cd, and procced a 3rd time.

Hey this is really important seeing as we’ll be using this trinket until icc farm
Please fix as this is a major problem for arcane mages. Missiles being such an integral part of our rotation, flare not procing is a big issue to fix.
To further show that this is a bug, here is proof that the ‘Sundial of the Exalted’ trinket is proccing from a single missile in the middle of an Arcane Missiles channel:

This is how the Flare of the Heavens should be working, but is not
Ty for this amazing report! Please give this prompt attention for an expeditious resolution.
No wonder. I just got this trinket and noticed it was proccing way less than my Pandora’s Plea at the start of fights.
Likely because you are waiting on it to proc from an arcane blast.
We have gone through multiple logs of full Ulduar clears where there wasn’t a single proc from arcane missiles.

it has been stated that flare doesn’t proc off channeled spells.
While it’s not technically a bug, it’s really bad design to have the tooltips be identical yet have different proc conditions.
Destro warlock’s Backdraft was changed in classic to clarify the tooltip. This trinket should be as well.
IF this isn’t fixed and Asap I may then end up not using it at all. I geared for arcane and not fire so I would have to redo all my gear to swap from haste to crit
That honestly is massively a let down. Missile barrage is critical to the spec and if that is the intended route and that if its not meant to proc off that then its one of the best trinkets for only 1 spec.
If its as simple as just ticking a box to allow it to proc from vs not then they should be doing that.
Flare is the only exception and is blizzlike (how it worked in 2009). Nexts ones will work on channeling spells
Le Sigh ill have to swap and stay in fire then to be on prio for it.
It’s still worth using as arcane for those that already have it, but its value is now much lower than expected. The buffs uptime is significantly shorter as you’re only getting 4-5 proc chances from your normal rotation instead of the 9 you’re getting for every other trinket.
