Flameshaper needs serious rework to be even remotely considered

As title suggests, flameshaper hero tlnet is statistically underwhelming compared to other two talents and it’s outshined in every single situtation be it pvp or pve.
After nearly a month of experimenting by pros and plebs alike to make it work now it is safe to say this is a dead hero talent.
If you are a pro pvp devastation evoker, you will find it is hard to justify losing two hovers per minute and a safer deep breath, in exchanging your free GCD passive damage with a fake nuke botton which requires awkward set-up with absolutely no dispel-protection mechanism for evokers.
If you are a pve devoker, flameshaper sims at least 200k behind scalecommander in the mythic level content.

      If you are a preservation pve main, flameshaper provoides nothing more than a single swift-healing button and some really insignificant HoT. Time Warden however, provides CDR, haste and crazy-good cheap ST healing and two blinks! Many other classes would kill for even one situational blink. 
      Sane reasons for pvp preservation evokers, the added HoTs are just too small to swing the game or save a dying teammate. Engulf itself is good but flameshaper provides little survivability compared to Time Warden.

TL; DR:  Please rework flameshaper to get some true strengths and appealing reasons to pick it over the other two great hero talents. For now. There is NONE.

Yeah, in PvP there’s no real competing between Scalecommander and Flameshaper, the mobility, deep breath power, and just free damage not reliant on Fire Breath is pretty much all the things Dev needs to remain strong in an Arena setting. While flameshaper burst can be silly in PvP, all it takes is for a healer to dispel Fire Breath for it to lose all of it’s real damage.

In PvE, it’s a weird tossup. Flameshaper has a lot of single-target burst at the cost of sustained damage, which means a lot of our damage profile with it is pure ST with a very wide swing of variance based upon crits. While Scalecommander has a bit more sustained damage for overall higher DPS and much more passive cleave through mass disintegrate also working with Eternity Span/Scintillation procs.

But I stand by the part where I believe where Flameshaper would need the most help is just reworking the Conduit of Flame hero talent, one that goes from okay value (10% crit for targets over 50%) to useless part-way through an encounter, or almost immediately useless in cases of bosses that start at lower HP values. Would think that it would be great for target-swapping and things like that but at the core it is still just Devastation, except this time reliant on having Fire Breath on a target to deal any real damage to it.

  • Give living flame proc with empowered spells to Flameshaper instead of Chronowarden
  • Replace Fire Breath by Incendiary Breath (from Sarkareth), empower more to increase number of fire waves (cannot be kicked after empower), deal direct damage + add a stacking undispellable dot that counts for engulf

This would make the hero talents much better thematically.
