ESC → Options → Gameplay: Combat → check “Target of Target.”
Recently I was having the problem of the (Blizzard) Target’s target frame disappearing. Edit mode does not give me any options to fix this. After some research, I discovered that this option has been moved to “Options → Gameplay: Combat.”
So if you are having the same problem, go there and have it turned on.
