Just put secondary stats on the ring and problem is solved. It’s not that complicated. Give players a choice of base rings when completing ring quest with like 500 or 600 of the various secondary stat combos. (500 haste and 500 crit, etc)
Alll of my rings are 415. I’d lose over 1000-1200 secondary stats using the new ring. It’s just not worth it.
Blizzard have already stated their intent is for it to be BIS for everyone until Aberrus, meaning if it isn’t they’ll just buff it until it is. The only question is do you want it to be BIS because its a well rounded item that has a high stat budget alongside some minor procs, or because it has busted random damage procs that you can’t feel or do anything with.
Personally I’d rather this thing had stats on it so it didn’t feel like a downgrade compared to my 418 socket ring, especially as a caster who sorely misses the loss of haste.

My main was 421 ilvl before I put the ring on, it’s an upgrade in ST because one of the gem combos is currently working off a potentially bugged interaction, so in a way they’ve already made it BIS (For ST at least). However, as I said I’m losing a full ring’s worth of secondary stats which feels awful with how much secondaries jewellery has and how important those secondaries are for the feel of my spec.
