So in addition to now losing a charge of public crafting order while making a personal order, I also didn’t get a skill up. I am 94 in inscription and filled an order for a staff giving me +3 skill and it did not give me +3… Why is this broken?

Two possibilities - are you sure it was a Spark craft and not say a Titan-pumped blue craft? Because the latter does not give skillups any more by 94.
There is also a display bug that means the prof UI does not update in place when you get a skillup from an order. It should display correctly after you close it and open it again.
