Fix divine favor showing OFF/ON CD

Ive literally posted about this soo many times in legion. You cannot tell when divine favor is up or isnt, its bugged. FIX THIS GARBAGE. THE BUG HAS BEEN IN SINCE DAMN NEAR THE BEGINNING OF LEGION which is why i never took the trash talent over defender of the weak. Now that i do take it, I WOULD LOVE TO KNOW WHEN I COULD USE UR TRASHCAN ABILITY BLIZZARD.

Already did, geared him up while grinding CR to 2100. Then went from 2100 to 2600 in one day.
