Fishing gives no skill up. I have all the training in every zone and I am fishing in Stormwind. I did the SW daily fishing quest and that gave me 1 skill up, but fishing gives me nothing.

however, you should probably ask around before you assume it’s broken.
skill-ups are extremely slow if you’re not fishing in areas which are appropriate to your skill level.
Stormwind and the other capitals are classed as “current expansion” zones for Fishing. It seems to be intended because it was this way through SL also. You can skill up right outside in Elwynn for Classic fishing.
