Am I doing something wrong. There are times where I cannot fish in a darn pool. no matter the angle, no matter the distance, etc. I will play with a pool for minutes before I give up.

I remember there were some fishing pools in Legion zones that were placed in water too shallow to be fished from or there was only a tiny fraction of the pool that was deep enough to place your line. I think I found one or two pools in Battle for Azeroth with similarly poor location, but I don’t remember for sure.
I don’t know if this is a problem for zones from prior expansions. It is possible one of the patches broke some fishing pool locations. I just haven’t fished in pre-WoD zones in a long time.
I’ve run into unfishable fishing pools all over Azeroth. It’s definitely not xpac specific. Don’t waste more than 20 seconds on a pool casting to make it fishable. Just move on.
It’s not just you. There are fishing pools in water too shallow to fish all over the place(the river in Northern Boralus is an especially frequent offender). Frankly, it’s a little irritating.
