I’ve fished in every version of the game and never seen this apparent bug:

fish in the pool north of Stonebreaker Hold (Terokkar) at level 362, three schools and a few casts in open water, works fine, get to 363.

go off to do some Skyguard dailies in Skettis.

go to fish another school in the pool south of Allerian Stronghold … fishing not working!
I cast, but the bobber never moves before the timer runs out, 10 tries all ended like this. Went back to the first pool I fished in, still broken. Logout/login starts working again. Huh?
Did some more fishing, about 20 mins and got 2 skill-ups … then it just breaks again! Move to a pool someway down the waterfall from Skettis, it works!
WTF is going on here? At first I thought it may have been some sort of anti-bot mechanic but it seems kind of random for that.
Anyone else seeing this?

Go idea, I had forgotten that, but no I’m not using WW.
I am experiencing the same issue in Wotlk classic in Feralas. Tried to fish some pools near where the boat comes for Feathermoon Stronghold, same issue as you, bobber never trips and it just times out. Same on Feathermoon Stronghold island, no bobber tripped. Later I tried fishing in Darnassus and caught a fish there. No WW here either. Definitely something going on with fishing in some areas.
I am experiencing this in Tanaris on my hunter. Cast with a lure an my fishing pole and the bobber never moves.

Please fix this. I have verified it is not addon-related by attempting to fish in Stranglethorn Vale with add-ons disabled. I have also tried fishing with a lure. Neither work. The bobber never moves.
I have figured it out, at least for myself. They removed the dialogue that tells you your skill is too low. You can toss the line anywhere you like, but if you do not have the minimum level for the zone, it won’t do anything at all. That’s kind of janky, imo. I’d prefer a notification that my skill is too low for the zone/area rather than beating my head against the wall not knowing why I can’t fish/thinking fishing is broken.

For anyone that comes across this.
I thought WOTLK made it so you could fish everywhere to get skill-ups, even it meant catching trash loot. It turns out it did… but not until 3.1:
You can now fish anywhere, regardless of skill. Every catch has the potential for fishing skill gains, but you are likely to catch worthless junk in areas that are too difficult for your skill.
It looks like the WOTLK Classic isn’t doing this - yet? You have to level the old fashioned way for now
