If I killed the rare while fishing for the goop, then got the goop. Can I craft the lure and summon him for the mount? or do I have to wait a day to kill him again.
The lure consumed when I used it. I read on wowhead that you can get a new one from the NPC once per week though.
Has to be the first kill of the day. I learned the hard way. Donât waste your lure unless itâs your first kill of the day â mount will not drop.
I was wondering why everyone was standing around fishing in that spot until I noticed the boss. Then I did a quick search on WoWhead and read up on what you need to do to summon him. That is some crazy stuff, reminds me off the fishing boss in the old ZG fishing boss.
Yes I spoke too soon and learned it was consumable when I used it later to get my mount. 
did ya use the right specific required lure?
I ask cause i was talking to people fishing for it yesterday who had no idea they just saw others fishing and started doing it.

blizzard found a way to get people interested in fish.
I wasted my lure because I didnât realize it had to be the first kill of the day (silly me). I wonder, though, if we can farm a second lure? Or do we have to wait until the freebie on reset?
Or one could say RNG is CODE yâall!
I did some digging and it looks like from one of the comments on this Wowhead link, you can go back to Vashj weekly and get another one. WeeklyâŚâŚ eh. 
Argus has a similar mount from fishing too.
I was around 2500+ casts and 5-6 hours to get mine

None, I walked up and killed someone elseâs cast and got the mount and the sword
Well, I know what I am doing this evening! I had no idea there was a new mount for fishing. Much excitement. Fishing is seriously one of my favorite things to do in game.

Also, aside from it having to be your first kill of the day, only the person who used the lure gets the mount
