Where are you fishing?
A lvl 23 alt is fishing from a beach in Shadowmoon Valley. Catching fish but no skill ups.
EDIT: Needed to learn Draenor Fishing. Once I did, started getting skill increases.

I noticed my Classic (no, not WoW Classic but the actual standard World of Warcraft) Fishing skill is not surpassing skill level 75, either. I’ve learned all the Fishing training, from the Fishing Trainer. There’s nothing more I can learn from the Fishing trainer. I can’t seem to surpass Fishing skill 75, for the “Old World Fishing”. My character is level 30, though they are in the “Draenor” timeline. I wonder if I need to talk to Chromie to go into that particular timeline. But, still, I was able to skill up from 1-75 while not leaving my Draenor Timeline.
Forgive my “double post”, but this “solution” is not an answer to my problem. I even went back and put my character in the “Cata Timeline” 'cause that’s where the “Old World Timeline” is and still not leveling past 75 (sigh)
If you’re trying to level vanilla fishing in Stormwind or Orgrimmar, leave the area and try in other vanilla zones. The bug is that fishing in the cities is offering Shadowlands skill points instead. Check out Kyzera’s post above with her discoveries for some tips. If you are fishing in the right places, and still stuck, this is most likely a different bug and you may want to start a new bug report thread.

OK, that’s the issue. No fishing in any of the Major Cities (this includes TB), I had left TB and began fishing in Stonetalon. Managed to get 76, whoot! OK, thanks!

I hope this post of your’s will be marked as the solution because it fixed my issue.
Same thing was fishing in a city with my lower lvl horde toon last night and while I was leveling cooking with the results of the fishing, it wasn’t actually lvling the fishing skill.
Just wondering, how did you attach the screenshot to this post? I tried putting in a link and got an error message saying “no hyperlinks allowed”.
You have to be trust level 3 (translation: long-time and active contributor to the forums) to be allowed to link pictures from arbitrary websites (like image hosting sites) and the forum software is configured to not allow local picture uploads.

To get around the Trust Level 3 requirement you can encase the link in tilde marks. Highlight your link and click the </> marks above and it will make it so the full link will show. Then people can just copy/paste the link to visit it.

same new alt and vanilla zone not levelling any fishing even though trained in all
So not inside a city, correct?
Just curious, is your alt in Chromie Time? Just wondering if that could affect it in some way.
FWIW, this is still an issue.
New alt character, only reason I have level 2 in normal fishing now is because I did a daily. Character created yesterday, did a dozen plus casts in Ironforge as well as Stormwind.
Not a single skill-up.
This was on Fyx, Cenarius priest. (Not Moosic)
You need to fish in zones not in cities. Try going out of Stormwind to the river and fishing there. You should start getting skill points at that time. In Stormwind, you get points towards Shadowlands fishing and would need to go to Oribos to learn that level of fishing before being able to gain the points.

I suspect it’s a phasing related issue. I’ve found (as others have pointed out) that you need to fish outside of cities to start gaining points.
not in chromie time was baby alt moved it on now and its fishing levelling in outlands just couldent get any in the low low areas, and i like everything done 
so it annoys me the vanilla areas cant be leveled only on that alt though so not sure why, i level like 4-5 at a time to play rested time only, on that alt i trained all the fishing up to bfa on the rest i have only trained the first so i think its something to do with the training
Vanilla fishing can still be leveled outside of Org and SW - if you have learned vanilla fishing from the trainer.
Fishing within Org and SW levels shadowlands fishing - if you have learned SL fishing.
If you have learned both SL and Vanilla fishing and are not getting the appropriate skillups, try a complete UI reset.
