I am not getting skill points in Eversong Woods. Is it the whole starting zone?

Not a big though. Working as designed so SW and Prg require fishing training for the latest expansion to gain skill levels.
As of tomorrow, you will likely need Dragonflight fishing to l skill up in those cities.
So I’m fishing outside Dalaren on Margoss’ Isle and I’ve trained in Shadowlands fishing when Shadowlands first came out. I’m not getting any skillups while fishing here. Is this still a bug after over a year, not getting skillups in certain areas?? C’mon Blizzard…should be an easy fix!
That’s Legion content.
It will only advance your Legion fishing.
If you want to advance your Shadowlands fishing, you’ll need to fish in Shadowlands content.
This is not a bug.
