I like Pandaria.
Sunsong Ranch is the only player housing that I know of in the game, and my garden is a source of relaxation and joy for my characters and alts.
Some of my alts are newer to the joys of gardening, and so they’re slowly working on upgrading their farms. Which brings us to Fish Fellreed.
Fish Fellreed, upon reaching Revered with the Tillers, will remove that old, broken wagon from your garden.
But lately, she’s decided that she likes my alts’ gardens. So much so, that, upon reaching the end of the 15 minute buff, she’ll begin the process of removing the wagon all over again.
You can watch her until the timer expires or you may go off and do other things.
The result is the same.
Fish doesn’t leave.
(Who names their kid, “Fish,” anyway?)

I’m having the same issue! And i can’t find anywhere online that shows how to fix this. I can’t continue the quest line because it requires the removal of the wagon!

I submitted a bug and contacted a GM
The GMs must be overloaded with QC content because our correspondence occurred over back-and-forth tickets (never live chat).
Apparently it’s a known (and new) bug that the GM hopes gets patched.

Hit escape to bring up the help menu.
When you click help, you’ll be able to submit a ticket.
Because of QA’s shoddy work, the GMs are inundated with tickets right now, so you may have to wait a long time for a reply and, in this case, they won’t be able to help.
You’ll have to submit a bug, like I did.

what do you mean by “this old”?
are you under the impression that this is a bug which has existed since MoP was current content?
…there has just been a patch.
stuff breaks with patches.
Its been bugged since before the patch 
probably the same people who call their kids Apple and Chardonnay. 
…bugs need to be reported in order to get fixed.
(and right now, i doubt this would be high on the priority list)

i don’t see any mention of this on wowhead, and the earliest report i see here is from 9 hours ago

Don’t read this though or you’ll hate the Shado-Pan forever for how they threaten, torture and murder Pandaren children.
I found that it upgraded when I was at the farm when the timer went off.

You must be one of the lucky ones. Yesterday I was still having the same issue with Gai Lan while he killed weeds. I haven’t even gotten as far as Fish Fellreed.
I hope this is temporary. It’s actually one of the nicer rep grinds out there. This stopped my progress flat. Guess I gotta report to the Dark Portal now 
This thread brought me a little joy this morning and reminded me I need to go back to half-hill tonight.
