I recently noticed on a fresh alt that the Firestorm Chestplate appearance was missing from my transmog options, the helm/shoulders/etc were all there otherwise. It seems that the only characters of mine which are able to transmog the full Firestorm set are those which had the chestplate in there inventory personally from the primal storms pre-release event. me and my brother have connected accounts and none of the xmogs are going account wide. looks to be a bigger issue with account wide items. following post.
