The police do adhere to very strict policies, but there isn’t a national police force. Police chiefs have conferences and such and share data, policymaking, etc. There are roughly over 300 million contacts between officers and civilians in the US each year. Use of force is low and deadly force even lower. Since the 70s, it’s been on a sharp decline nationally.

It also has been shown that having a slave labor class that is not offered the protections of US citizens impedes progress. Its why the US doesn’t use some of the more advanced machines to say harvest fruits and vegetables because its cheaper to import wage slaves.
This is basic economics. If the employers don’t pay good wages they only have a few options:
Move to of the US to a more employer friendly country.
Pay more to employees
Hire illegals
Buy politicians to allow importation of more people from outside the market (H1b and H2B visas)
I have been in 2 careers where I was forced to train my replacement from people outside the US -H1B visas.Most major corporations are doing it. My company also went to India and got Electrical Engineers for $1.42 an hour. I watched my building empty week by week as hundreds of people lost their jobs.
Trump for all his faults tried to fix things like this with tariffs and penalties for companies leaving the US. Just like every other country on the face of the earth does. Just like the immigration policy he is trying to enact is.
