What do those fire arrows mean next to my arm DPS fighter during a fight?

Those indicate that you are able to use Victory Rush (the glowing icon on your top action bar, position 3).

In more general terms, those are spell alerts. When important buffs that you might need to react to proc, the game will put up a spell alert to make it easier for you to notice them.

Checking my warrior, that one appears to pop up when Tactician procs, resetting the cooldown on Overpower. (I wasn’t seeing a spell alert for Victory Rush.)
