I am having a problem with the quest Finding the Rajani, You are supposed to collect a Mogu scouting report. But there are no mogu around in Vale. I’ve searched everywhere to find a mob that will drop such a thing, but no luck. Am I phased wrong? Yes im in the new area. not the old Vale where there are level 90 mobs. I am killing the level 120 mobs. Extremely frustrating. Need help ASAP
It sounds like your phased on some other quest line. I just did that quest this weekend on my demon hunter and it worked fine. I did it twice before. If you hold the mouse over the mob before you attack it the game will tell you if it the type of mob that will drop the scouting report. I normally went to the group in the middle north of the vale when I did it but I think there should be ones all over the vale from the way the “blue” circle showed me where they could be.
Exactly what I was thinking. I’m phased in some other quest. I’ve flown all over vale mousing over and killing mobs and I don’t see anything that’ll drop. Maybe I should just abandon all other quests and mainly be this one and redo everything.
I’m not an expert on this but sometimes once you get phased you have to finish that other quest line before you can do the newer ones. For example you can’t do the new invasions until you do the 8.3 Magi/Wration line tied in with horrific visions.
What mobs do you see over in the area just inside the big gate through to Kun Lai Summit? i.e. the slightly higher ground in the centre north part of the map.
In correct phase, it should be filled with Zan Tien Raiders and Zan Tien Callers - those are one tribe of mogu - and they will eventually drop the report. The drop rate is fairly poor (maybe 15-20 kills needed) and I don’t think it shows up on the mob tool tip that they can drop it. A lot of the new content doesn’t support the quest item tool tips yet.
There are other clans of mogu too, such as the stoneshaping Baruk that are south west of the Zan-Tien, and more across the area marked on the map for the quest. Any of them can drop the item.

I found them and got my report in Ruins Rise. I will submit the screenshot.

I am having this same issue, I only have the quest to find the rajani, but I am seeing Dokari and Baruk mobs, none of the mobs needed, I have done this on 7 other toons no problem, but just ran into this same issue. No solution as of yet =(
Having this issue on my rogue right now, and blizzard has made it near impossible to actually write an ingame ticket

The quest itself points to the area around the Golden Stair, where the original gate into the Vale is located. You farm the Zan-tien Raiders or Callers in that area until the report drops. (It can drop off other Mogu in the vale, but this appears to have the highest drop rate.)
I’ve never had a problem getting a drop in under 15 kills.
