I think it’s a gnome being sucked through a straw.
Got changed for no reason around 8.2.5. Also in that patch was the slide whistle sound for the Tortallian shell game, which thankfully got reverted.
That patch and buggy-ness of 8.3 makes me suspect it was right around 8.2 where blizzard started to lose it’s way.
