Yeah, that’s just the base ability now for when you make a new demon hunter to level. As you level up you will unlock an upgrade that gives it the second charge. Since Blizzard made DH start at level 8 for leveling they needed more powers to give to you as you leveled up. Instead of creating anything new they just took power off of existing abilities to give them back to you later.
