We have an interesting situation here:
The tier set’s 4pc effect design is useless for Totemic, since the raid build doesn’t make use of Crash Lightning.
It’s probably blizzard trying to separate raid builds from M+ builds, since the tier effect favors Stormbringer in raid builds. I wonder why?
It’s undeniable that even without using the 4pc effect of the new tier set, Totemic still outranks Stormbringer for raids. We have a situation where a spec in wow has to play without making use of the 4pc effect of a tier set.
The 4pc effect doesn’t help much either. Activating Doom Winds for 3 seconds strikes me as lazy class design. 3 seconds is literally nothing to do, of the 3 seconds, 1 is lost in the GCD alone. Looking at the effect of other classes, the tier always interacts with the spec organically, but for shaman enhancement, we have 3 seconds of a skill and a buff in a skill that is not used in single target if the player is playing Totemic.
Can we at least have a review of the 4-piece tier set effect if the spec is on the list to receive a buff this season?
