Dual wield frost dk is currently better than two handed oblit dk and has been all expansion. While there are a few reasons for this one of them is the fact that dual wield has the ability to use a runeforge on both weapons.
I think a great way to give two handed oblit a bit more relevance is simply allowing us to place two rune-forges on two handed weapons at the very least while in frost spec.

This very thing has been discussed a lot. The thing is bliz tried to compensate the lack of second runeforge by giving 2h ‘might of the frozen waste’ which increases you oblit damage by 30%.
There is definitely an argument to say this isn’t the best way to balance to two weapon choices because there are obvious disparities, especially when tier sets or talents start favouring RP spenders as the primary damage. It feels nice for oblit to hit hard, but maybe there is a better way to balance the two. Bliz won’t likely change it though because too many people can’t agree with anything.

Biggest problem, the enchantment system was built to only allow one permanent enchantment for each gear slot. That system is a pile of code over 20 years old and I would be shocked if any coder that built that system is still at Bliz.
To make that change they would need to redo that entire system from the ground up, and they aren’t going to do it just for a single spec of a single class. That would also open the door to other classes asking for the same and we’d be right back here.
The real problem is that our personal enchants aren’t just a nice additional boost to what we do, it’s basically mandatory.

I mean, they could just bake Fallen Crusder into Frost and Unholy as a baseline passive. Not like its ever not been used since 2009.
They could also bring back 1h versions of the runeforges that are weaker to compensate for getting 2.
But this is all bandaid stuff. Nothing will be balanced until Frost’s RNG resource generation is fixed and we can actually see less of a random spread between 1 pull to the next.

For as long as blizzard doesn’t allow people to exclude certain item types from the drops they get, double weapon type will always be a bad idea that should have never been implemented.
Also, one handed weapons should drop in pairs, and the off hand you get should vary dynamically depending on which spec you’re using.

Since this topic has been beaten to death and back, I wanna ask something different.
Is you character’s name a reference to Path of Exile’s Veritania?
No this won’t fix anything. Baking it in makes no difference to just removing it and increasing the base damage of all abilities. And when that happens people will default to the next best rune wep or regular enchant.
The real solution is to buff the other rune weps so there is an actual choice. Have some nuanced choices that synergise with your build or change hope you might play your rotation or spell priority or something. FC is a really nice fits all, general purpose rune forge that should stay as is.
I really want to see an MS and execute style runeforge for PvP.
How? It would allow us to use other runeforges.

Currently regular enchants are more of a power gain than the other rune forges. So once FC is gone, you will be paying for your enchants.
Let me ask you, do you like the gameplay impact of FC? When it procs do you suddenly feel more powerful or change hope you experience your rotation? Because if you are like me (and probably 99% of players) it’s just a passive thing that procs in the background that will increase your throughput with it ever really noticing it going on.
If you are making it baseline, you are better off just flat increasing base numbers of all abilities. Then it’s one less thing that bloating your buff bar, and one less proc based thing in a system full of procs.
Leaving FC as is, and buffing other runeforges up to the level of FC, is the way forward. Because then it’s an actual choice between flavourful DK rune forges, and not just making us buy regular enchants like all the other peasant classes.
Not for frost they are not. Razorice is intergral to shatterfrost.
