Very simple, but make frost strike cleave with DnD as a baseline of the ability. Both blood and unholy have a synergy with their dnd, seems dumb frost doesn’t. ALSO: Night Fae’s deaths due could simply be instead of frost strike cleaving, oblit does. This way it isn’t everything cleaving if that covenant is selected.
This would do less pigeonholing into Nightfae for oblit, or playing BoS. It also gives a meaningful aoe RP spender.
The gap between Obliteration and BoS is so wide that your suggestion would in all likelihood still be insufficient to bridge it. BoS, unfortunately, isn’t going away. This will be its third expansion straight being king. I’d say this makes it pretty evident the devs /really/ want to force it on people.
My guess is that it’s a prominent dev’s pet spell. It’s really the only way BoS’s general dominance can be explained. They occasionally release some borrowed power that makes other builds viable, but the spell is oddly favored the majority of the time. BoS generally receives super unfavorable feedback, and people are generally super excited to play other Frost builds. There’s got to be an internal reason why it hasn’t been reworked.
Youre not suposed to use everything you got back or even have them on your bars, theyre there for flavor and rp purposes.

BoS was only king in one tier in legion…
BoS was king for most of BFA until the last longest tier. It’s about 50/50 in the last 2 expansions, not all BOS play.
If you take into account WOD it’s seen significantly less play.
I strongly suggest you revisit both the talent’s history and the current data from the beta. 2H Frost w/ Oblit is lagging behind by more than 4% in most fights at this particular moment. All pertinent information is freely publicly available.
