I seriously doubt this is “shareholder feedback”. In fact shareholder feedback would be to make the game more accessible to more players so it can make more money, just like it used to before locking things away behind 4 tiers of raids and 10+ tiers of dungeons.
I think this “feedback” came from the leadership team that is all about making sure a minimum of 75% of players are prevented from reaching the highest tier of anything.
