The server, that I am on, has a very low population.
Will Blizz offer a feature to move all characters to a new server?

Never say never, but highly unlikely. Just the logistics alone - all of one person’s characters may be a dozen. Another person may be the license max.
As it stands now, you can buy transfers as a one off, or in packs of 3 or 6. Sometimes with certain sales and such, they may offer them in packs of 8. But then too? Imagine having to rename the greater part of 60 characters on a new realm, among other hiccups.
As Capslock stated, you’ll want to move this or create a thread in the General Discussion forum. Or you can use the in-game feedback and suggestion tool.

Nope. They will cross servers together to make it feel more full and rely on players to look at the population BEFORE making characters.
