Since there is no spamming TW dungeons, what is the fastest way from 70 - 80 as DPS?
Since there is a bonus to Delves this week, would those be faster than queueing for dungeon runs as DPS?
The fastest way to level is by playing the game. Lots of quests and Delves to do if nothing else.
Doing the campaign. Takes like two hours. Should get you to 70-77ish at least.
Leveling in delves is pretty quick. It’s how I leveled my paladin as ret. Get all of those delve quests, but wait to turn them in until the late 70s.
The first time a 'toon does each Delve you get 82K in XP. There are also special world quests shown by a “*” inside a circle that you can do one time for each 'toon that have double the normal XP.

Do the campaign till around 77 then do tier 1 delves for the last 3 levels. Most of the T1 delves I ran on my DH took between 3 and 5 minutes for 86k-88k XP.
Don’t do the quests. Wait for another week of time walking.
