I figured out which bosses dropped weapons I could use and then just targeted those in M0, then upgraded the weapon with valor.
Also stacked the team to increase the chance I could get it passed to me if it dropped for someone else. Only took a couple runs, but you need 4 friends who are willing to help you.
In BFA, I would grind pvp rewards. I am not good enough now; the skill required is just so much higher. So, my options now are Korthia, but Iām only rank 4
If you have a blacksmith alt you can craft a serviceable weapon until such time you find a better one.

1. Korthian lootboxes. Itās RNG, but Iāve been pretty lucky with them. 10+ boxes with only 1-3 duplicates.
2. Mythic+ - Run same dungeon over and over till you get it. You can also stack classes who can use the same weapon for them to trade you.
For leveling,
Heirlooms is your best bet.
AH can have quite a few options to pick from.
For whatever reason, Blizzard has disallowed the use of the upgrade items that allows players to increase the ilvl of a crafted item above 117 on crafted weapons. 
I wouldnāt personally call a 117 weapon (the best you can make via crafting) āserviceableā. Mission tables or world quests can get you up to ilvl 213 weapons but apparently only armor crafters are allowed to make anything higher than 117.
Korthia armaments can contain weapons and your assault can give you a weapon too. Loot all the little dinky boxes around and make sure your loot specialization says enhancement. Also some world quests can have weapons and you can que for BGs or dungeons while doing all this stuff.
Not the best but it can be a good little starter.
