Fastest way to get an alt to Armies of Legionfall?

I just want to buy the Armaments of the Ebon Blade from the Vendor at Deliverance Point.

am I going to have to do like the entire leveling campaign zones and whatnot to get that NPC to show up? Or is there a skip of some kind that I can do just to unlock that specific vendor?

I’ve already done the entirety of Legion on 2 separate characters.

I think you just need to get a character to 45 and then talk to Khadghar at the landing to go down.

so, get to 45, start Legion campaign, skipping Broken Shore scenario, then talk to Khadgar to immediately unlock Legionfall.

I’ll try that.

I think I just did that on an alt. Got the Broken Shore off the war board, went to the guy near the SW Harbor, skipped the intro. Boom, in Legion. Then got the hearthstone which I already had.
