Questing and running dungeons are for sure the quickest
There’s the amphitheater quest in Wrath, but methinks that will be a bit low…I know I took the Void Axe at the time (which is a pretty cool axe).
I don’t know about fast per se (about 2-3 weeks), but at the beginning of a season, I sometimes run BGs to get conquest weapon(s). I’m a filthy casual, so depending on whether or not I want to try that season, that may be the highest iLVL weapon I can get.
Go Survival and drop a few hundred grand on Varruth’s Guillotine.
No agility, but an easier, faster-to-acquire 246 ilvl weapon there ain’t. To my knowledge, at least.

Camp the Sands bosses in NE ZM.
They drop 246 like candy and you can farm all 3 every day in about 20 mins via custom group finder.
