First, have 5 80 alts to get the 25% bonus.

Then there’s the 10% DMF bonus right now.

If you’re a tank, spam dungeons.

Otherwise, spam dungeons and quest while in the queue.

Also, level several at a time so they can all maintain the Rest XP bonus, which is substantial.

Much as I’m loathe to suggest it, but do delves. Completing each of the “Delver’s Call” quests is a really good chunk of experience. My rogue got three or four levels from those alone, and I didn’t do them all. I also have more than 5 characters at 80, so I’m enjoying the 25% experience bonus.
