Getting ready to try and burn out a mag’har to 110 real fast to get the heritage armor for my 120 hunter and was thinking a monk would be the fastest route.

Should in theory make it possible to just BURN to at least 90 pretty quickly. Would it be best as a monk to go Windwalker and quest, or go brewmaster for instant queues?
The best way to level quickly is to do both, questing out in the world while waiting for queues to pop, while also stacking every conceivable XP buff you can get your mitts on.
So for a Monk, yeah, go BM and quest while you wait for dungeon queues to pop.
Tank monks pretty much have instant queues early on though, so not much questing would really get done unless I went WW with dungeons
Go WW. Insta queuing gets old. The que times for horde isn’t too long as dps
low level monk tanking can be rough, just a warning.

Quest anyways, since all zones scale now, you can keep working on a zone a little bit at a time, still working out to more XP.
Plus sitting in Orgrimmar while waiting for queues to pop can get a bit boring.
