The in-game report doesn’t allow for noting those details due to space, which is understandable. But I usually follow up with an email to hacks@blizzard.com, name groupings, etc, and screenshot lately, when possible. I’ve included the notes on the phasing, when seen, a few times.
I won’t get into speculating, but will mention the quick phasing is something I’ve seen with the Brackenhide boosting groups, but perhaps those are using different methods. I honestly don’t know. I am certain Blizz is on it.

You generally get phased to the realm of the leader of a group. If they group with a leader on another realm, possibly a different data-center, then they would phase out of their current zone and into the one belonging to the new group leader. They could have a character camped in a safe place in that zone to jump to your realm.
I’m not sure that works every time, but it’s possible that’s how they are phasing out.

If the phasing happens in the same spot every time it could also very well be a quest phasing them. Either one they have or have not done that is moving them between phases of the map. That could be intentional or even unintentional really.
Or it could be something more neferious that the Hacks team is working on how to patch and stop the exploit. It may seem like nothing happens to “clear” botters, but tens of thousands of accounts get banned every month according to the reports they’ve been putting out.
