I solo Wrath raids (e.g. Ulduar) on level 50+ toons. I still have a nagging suspicion that leveling and scaling would interfere under certain circumstances, but I don’t know.
Honestly everything up to and including WoD is fine with a fresh level 60 in Shadowlands. Legion is when things get a little tricky. Something like LFR EN should be fine with a fresh level 60 but when you start getting into higher difficulties and later raids, you do need better gear for it. And obviously certain classes and specs will have an easier time soloing old content than others.
If you have a small amount of leech, the legion raids become vastly easier. Some fights are not soloable due to mechanics. But those changes may happen this expansion.
Certain classes may also be able to do some soloing in BFA, but it won’t be easy, or quick.

It took me until about 47 to solo Mythic BRF on an alt.
Legion stuff is more walled off by mechanics than numbers, but the gear threshold is probably like 210-215, depending on consumables, for soloing Mythic Nighthold and beating timers on Gul’dan.
Mythic ToS and Antorus aren’t fully soloable on non-pet classes, but I was farming both at like 215 ilvl with a VDH. We skipped Eonar, though, and Aggramar might take consumables depending on your gear levels.
Hmm, should mean normal is farmable at 197-205…sigh Time to try and do Mythic 0’s
I still need a second person for mythic tomb of sargeras minus KJ and I’m geared to the teeth. Its dumb.
You can solo up to Cata at 40, you could probably also do Mists but I’d wait for 45 just for speed.
I can’t speak on WoD because I never did them, but I’d imagine they aren’t too difficult either. and Mythic Legion I did with a friend when we were both 190-200 ilvl. Granted, they require a good knowledge of the mechanics and mythic Tomb was very difficult for us. Nighthold and EN were a cakewalk and soloable.
